While propaganda from groups like ISIS will sometimes reference flying the black flag over Rome, Paris, or London, their self-stated objective is to re-establish the Islamic Caliphate across the Muslim world. So for mass movements like Je suis Charlie to have any real effect, the citizens of the West need to extend their solidarity to the Muslim people who confront this violence every day.
