But heading into an election year, the Government seems increasingly desperate to keep climate change off the agenda, with agriculture minister Joe Ludwig inadvertently revealing that Australia would only be tabling an emissions reduction target of 0.5 per cent (on 1990 levels). The reality is that by taking such a weak stance internationally, Australia now risks undermining the very basis for its domestic action.
