The move comes amid reports that apartment blocks are being shelled in the rebel-held city where Australian police aiming to get to the Malaysia Airlines flight MH17 crash site are based. One of the main problems is the tough new measures are mostly designed to fix a problem that doesn't exist, because given the scarcity of jobs available the level of unemployment is consistent with what it has been in the past.
