The Federal Government says Clive Palmer's Palmer United Party (PUP) will have to explain itself to voters if it does not help scrap the carbon tax this week.

The Government was hoping to repeal the tax on Thursday, but it was voted down after a last-minute move by the PUP senators.

Mr Palmer claimed the Government had not honoured an agreement to include his amendments to the legislation and directed his senators to vote against it.

Environment Minister Greg Hunt says it is time the PUP senators met their commitment to repeal the tax.

Abbott blames Labor for 'difficult' Senate week

Prime Minister Tony Abbott has acknowledged the past week in the Senate has been a difficult one, but is putting the blame on Labor, not the Palmer United Party (PUP).

The Government is hoping to reintroduce its carbon repeal legislation in the Lower House next week after the PUP voted with Labor and the Greens in the Senate to block it.

"When you look at things in the Senate, sure, [Clive] Palmer has three senators, but [Bill] Shorten has 25 and we know that Mr Palmer will change his mind come Monday but Bill Shorten will still be there supporting putting your power prices up," Mr Abbott said.
