A change of tone on China

Australia's 2009 Defence white paper was roundly criticised for its overly hawkish approach to China. By contrast, most commentators have suggested that the 2013 Defence white paper, released on Friday, takes a much softer position on China.

At first glance this seems true. But I'm not convinced that this new Defence white paper is as conciliatory towards China as most have argued.
