US president Barack Obama has vowed to attack Islamic State militants "wherever they exist" in a speech laying out a strategy for expanding airstrikes in Iraq and, for the first time, striking targets in Syria. "I have made it clear that we will hunt down terrorists who threaten our country, wherever they are," Mr Obama said. "That means I will not hesitate to take action against ISIL (Islamic State) in Syria, as well as Iraq." Mr Obama outlined a four-pronged strategy which includes expanded air strikes but no troops on the ground.
