Police put an exclusion zone around the scene at Glen Iris after what the ABC understands was a police chase involving a prime mover travelling on the wrong side of the freeway. Police have now declared the scene safe, but the aftermath of the incident is expected to cause traffic delays for the rest of the peak morning period. The contract signatures came after years of negotiations and were witnessed by Chinese president Xi Jinping and visiting Russian leader Vladimir Putin, CNPC said in a statement.
