Canadian capital in lockdown after gunman shoots soldier dead

A soldier has been shot and killed in the Canadian capital Ottawa by a gunman who then entered the national parliament and exchanged gunfire with security officials.

Police have cleared the streets around the parliament while there is an "ongoing situation" and authorities investigate whether there are any gunmen at large.

The soldier was shot at the nearby war memorial around 10:00am (local time) and a short time later the suspect was shot and killed after being chased into parliamentary buildings.

Police had earlier reported another shooting incident at a nearby shopping centre but that was later dismissed.

The shooting comes a day after a man, who the government said had become "radicalised", ran down two Canadian soldiers, killing one, near Montreal.

Mourning the death of 'big P politics'

There's more to all of this than our quiet awe as the fondly recalled components of the Whitlam legacy are paraded.

There are cheers for the policy pageant of land rights, universal health care, tariff cuts, equal pay and all the rest.

But there is also a darker undertone. At the heart of this moment of national sadness and reflection is a comparison: between then and now, between a time of transformation and the bitterly contested mundanities of the present.

Carbon tax repeal eases consumer price rises

Official figures show consumer prices increased by 0.5 per cent in the September quarter, with a carbon tax repeal related fall in energy costs offsetting other rises.

It is the first quarter since 1999 that electricity prices have fallen in the ABS index.

However, that fall in energy costs was more than offset by a surge in fruit prices, a rise in the cost of buying new dwellings, and a seasonal jump in property rates and charges.

Overall, consumer prices rose 0.5 per cent in the quarter and 2.3 per cent for the year to the end of September, down from the annual inflation rate of 3 per cent recorded in June.
